Access to affordable dental care remains out of reach for many people around the world. A universal dental scheme is where services and benefits that are available to all, or to whole categories of people, as a right. Very few countries make all health services available to everyone - that is, few provide truly universal coverage.
Some target their services to particular groups such as the disadvantaged, children, the elderly or those on low incomes, or apply a means test to determine eligibility for services. Some limit the range of services provided free or apply co-payments. ~ Parliament of Australia
Five countries have been classified as providing 100 per cent cover for the cost of dental health services. The countries it identified by an OECD publication were: Austria, Mexico, Poland, Spain and Turkey.
